The release
Independent index ranks statutory paid time off in 150 countries, with the United States last
Singapore, 13 October 2026. Employ Borderless has published the Global Paid Time Off Index (Employ Borderless), an independent ranking of the paid time off that employment law requires in 150 countries. The full dataset is free to download and republish under a CC BY 4.0 licence.
The index counts one figure per country: statutory paid annual leave plus the public holidays the law pays on top, in days off per year. It applies no weights, adds no subjective inputs such as happiness or inclusivity scores, and does not gap-fill. A country is ranked only where both inputs exist as approved values with a source and an as-of date; 61 further countries are published in a separate unranked table holding a public-holiday count only, and 39 are left out for missing inputs.
Georgia leads at 42 statutory paid days off a year, Georgia with 24 days of annual leave plus 18 public holidays.
The United States ranks 150th of 150, last in the ranked set, at 0 days. It is the only ranked country that sets no statutory minimum paid annual leave at all, so its entire figure is public holidays. That is 0 percent of a 260-day working year, against a median of 29 days across the ranked set.
Regional averages of total statutory paid days off run from 31.6 in Europe, across 43 ranked countries, to 24.9 in Americas, across 34. In 112 of the 150 ranked countries the statutory annual-leave entitlement is larger than the public-holiday count.

Quote
“The gap is not a perk question, it is a budgeting and a compliance question, and it is set by the country the contract is written in.”
Both quotes are approved for use.
“A hire in Austria comes with 38 paid days off by law. The same hire in the United States comes with no legal minimum of paid leave at all. That gap is set by where the contract is written, not by the company, so it belongs in the hiring budget and the compliance plan, not in the benefits brochure.”
